Three Years On, Risk-Based OSS Issues 10 Million Business Identification Numbers

Jakarta, August 18, 2024 – Exactly three years since its inauguration by the President of the Republic of Indonesia, Joko Widodo, on August 9, 2021, the Risk-Based Online Single Submission (OSS) system has successfully issued 10 million Business Identification Numbers (NIB). As of August 16, 2024, at 3:00 PM WIB, the total number of NIBs issued reached 10,000,019, comprising 9,909,900 for micro and small enterprises (UMK), 28,303 for medium enterprises, and 61,816 for large enterprises.

Special Staff and Spokesperson for the Ministry of Investment and Downstream Industry/Investment Coordinating Board (BKPM), Tina Talisa, stated that this achievement demonstrates the significant role of the OSS system in simplifying business licensing processes. Compared to the milestone of 5 million NIBs issued by August 2023 during OSS's second anniversary, this year’s milestone reflects a remarkable increase.


“In less than a year since OSS’s second anniversary, over 5 million additional NIBs have been issued. The OSS system is increasingly recognized and utilized by the wider public. This surge in NIB issuance indicates a growing awareness among business actors of the importance of legal documentation. Alhamdulillah, this is an achievement we should take pride in and be grateful for,” said Tina.


Tina also highlighted that UMK operators no longer need to deal with the hassle of obtaining multiple permits such as the Trading Business License (SIUP), Company Registration Certificate (TDP), and Business Certificate (SKU) to start a business. Now, obtaining an NIB is sufficient for UMKs to operate. Furthermore, Tina emphasized that this growing awareness is a result of the collaborative efforts between the Ministry of Investment and Downstream Industry/BKPM, State-Owned Enterprises (BUMN), private sectors, and community associations to promote the ease of securing business legalities.


“The milestone of 10 million NIBs during this year’s OSS anniversary is a special gift for the 79th Independence Day of the Republic of Indonesia. It’s not a moment for complacency but a time for reflection to improve our services further. Thank you to our business community friends who continue to provide valuable input,” Tina added.


Dede, a grocery store operator and a member of the Sampoerna Retail Community (SRC), shared how obtaining an NIB has simplified the process of applying for business loans at banks. He also appreciated the streamlined process. SRC, supported by PT HM Sampoerna Tbk, is one of the OSS partners, boasting a network of over 250,000 member stores across Indonesia.


“Previously, before having an NIB, when my loan tenure ended, I had to renew my SKU. Now with an NIB, there’s no need to create a new SKU since the NIB is valid indefinitely. I just continue using it,” said Dede from Tangerang, Banten.


The Ministry of Investment and Downstream Industry/BKPM remains committed to simplifying the licensing process for businesses of all scales, from small to large enterprises. The ministry continues to collaborate with other ministries and institutions to integrate related systems. To date, 38 ministries/agencies have been integrated with the Risk-Based OSS system.
