Minister Rosan Accelerates Electric Vehicle Ecosystem Investment, Meets Major Chinese Companies

Guangzhou, December 17, 2024 – Minister of Investment and Downstream Industry/Head of the Indonesia Investment Coordinating Board (BKPM), Rosan Perkasa Roeslani, met with several Chinese giants in the electric vehicle (EV) ecosystem, including Build Your Dreams (BYD), CNGR New Material, and Contemporary Amperex Technology Co., Limited (CATL). The meetings took place at their respective production facilities in the People's Republic of China (PRC) on December 16–17, 2024.

Minister Rosan’s visit aimed to monitor ongoing investments in Indonesia, identify areas where the Indonesian government could support the acceleration of investment realization, and facilitate the companies’ long-term investment plans. “As directed by President Prabowo, our priority is to maintain strong relationships with existing investors in Indonesia,” stated Minister Rosan.


Meeting with BYD Auto

On the first day in China, Minister Rosan met with the leadership of BYD Auto, a prominent automotive company, to discuss the acceleration of BYD’s electric car factory in Subang, West Java. Minister Rosan expressed his appreciation for BYD’s ongoing investment in Indonesia.


“We believe this investment will not only add value and create jobs but also align with Indonesia’s policy to achieve carbon emission reduction targets by 2060, or even earlier. Moreover, the company is not only targeting Indonesia’s vast market but also export markets,” said Minister Rosan.


BYD Indonesia plans to increase its production capacity from 150,000 units per year, as well as expand battery facilities and develop premium Plug-In Hybrid Electric Vehicles (PHEVs) starting early next year. This expansion will increase total employment from 8,700 to 18,814 workers. The factory’s commercial production is scheduled to begin in early 2026.


“The construction of the BYD plant in Indonesia will be one of the fastest. While it usually takes 10–16 months to build EV factories in China and Thailand, with government support, we believe we can complete construction and commence production by early 2026,” stated Liu Xueliang, General Manager of BYD Asia-Pacific.


Minister Rosan reaffirmed the government’s commitment to expediting BYD’s investment by coordinating with relevant ministries and agencies to accelerate infrastructure development near the industrial zone, including toll roads and access to Patimban Port in Subang. Additionally, the government will provide investment licensing acceleration and capital incentives.


The BYD factory in Indonesia will become the largest automotive factory in ASEAN, with an expanded land area of 126 hectares. Globally, BYD is the largest electric vehicle producer, selling over 3 million units in 2023. In Indonesia alone, BYD has sold more than 13,800 units since its debut in early 2024, contributing nearly 50% of Indonesia’s monthly EV sales.


Meeting with CNGR New Material

Minister Rosan continued his visit to CNGR New Material’s production facility in Qinzhou, PRC (December 17). Discussions focused on CNGR’s ongoing investment in Indonesia and plans to develop the Konawe North Green Tech Industrial Park (KIHTK) in Southeast Sulawesi, which will specialize in advanced material production.


The industrial park will integrate upstream and downstream industries. CNGR, which has already invested IDR 42.4 trillion in several smelter projects in Indonesia, employs 6,613 Indonesian workers.


“We are open to investments and will facilitate their growth to the best of our abilities,” Minister Rosan said during his visit.


CNGR also plans to invite global advanced material manufacturers to invest in the park. In addition to nickel, companies in the park will process cobalt, manganese, and other minerals. Nickel will be transformed into advanced energy materials and hydrogen, while tin will be developed for solar panel conductors and artificial intelligence. The park will also feature research and development facilities.


“Our vision is to centralize the supply chain for advanced materials, ensuring efficiency and stability. This could become a unique global hub, and Indonesia is the perfect place for developing a global advanced materials supply chain,” said Deng Weiming, Chairman of CNGR Advanced Materials.


Minister Rosan welcomed CNGR’s efforts to enhance human resources by providing training and access to higher education for workers. He expressed hope that CNGR’s investment plans would align with Indonesia’s Strategic Downstream Investment Roadmap.


Meeting with BRUNP-CATL

Minister Rosan also visited BRUNP, part of Contemporary Amperex Technology Co., Limited (CATL). His visit to CATL’s facilities in Foshan, PRC, included the CATL Ruiqing Factory (battery production), the CATL-Brunp Foshan Factory-I (cathode production), and BRUNP’s headquarters.

The visit reaffirmed the Indonesian government’s commitment to accelerating the development of Indonesia’s EV battery ecosystem. Through the CBL consortium (CATL, BRUNP, and Lygend), CATL collaborates with Indonesian state-owned enterprises (ANTAM and IBC) on an integrated EV battery industry project covering mining, smelters, battery material production (precursors and cathodes), battery cells, and recycling facilities in East Halmahera, North Maluku, and Karawang, West Java. The project’s total investment is estimated at USD 6 billion (IDR 96 trillion).


“The government supports this collaboration because it aligns with our downstreaming program, adding value domestically and advancing the green transformation,” stated Minister Rosan.


The integrated EV battery ecosystem will position Indonesia as a key player in the global supply chain, fostering local EV automotive industries with higher local content and affordable prices. The investment plan emphasizes partnerships with local entrepreneurs and Micro, Small, and Medium Enterprises (MSMEs) capable of participating in the supply chain.


The Ministry of Investment and Downstream Industry/BKPM continues to facilitate and assist with licensing and investment incentives to expedite project realization. Minister Rosan also coordinates with the Ministry of State-Owned Enterprises and other stakeholders to ensure the project’s success.


Li Changdong, Founder and CEO of BRUNP, expressed the group’s commitment to expediting the ecosystem’s development. “Our immediate focus is on EV battery cells, which must begin production by 2026 to meet market demand. We are also interested in developing a battery recycling industry to secure critical mineral resources,” he said.
