Indonesia and Saudi Arabia Strengthen Investment Promotion and Facilitation Cooperation

Jeddah, August 4, 2026 – Indonesia and Saudi Arabia took a significant step toward strengthening bilateral economic relations as Minister of Investment and Downstream Industry/Chairman of BKPM Rosan P. Roeslani and Saudi Minister of Investment Fahad bin Abduljalil Al-Saif signed a Memorandum of Understanding (MoU) on the Promotion and Facilitation of Direct Investment in Jeddah on Tuesday (4/8). The agreement marks an important milestone in advancing bilateral economic cooperation through enhanced investment promotion and facilitation in various strategic sectors.

Minister Rosan emphasized that the signing of the MoU represents a strategic step toward elevating bilateral relations through stronger investment cooperation.


"Today is not just the signing of a memorandum of understanding. Today is about transforming long-standing friendships into stronger economic cooperation," said Rosan.


According to Rosan, Indonesia and Saudi Arabia have a close relationship built on mutual trust, mutual respect, and decades of people-to-people ties. Building on this strong foundation, the two countries are expanding their partnership through closer investment cooperation, which is expected to deliver tangible economic benefits for both sides. Looking ahead, both countries see significant potential to increase Saudi investment in Indonesia, driven by strong interest from Saudi Arabia's leading investors—including several major investment institutions—in Indonesia's priority sectors.


Rosan said the changing global economic landscape requires countries to build stronger partnerships. Today's investors are no longer just considering competitive costs, but are also looking for stability, certainty, as well as long-term investment opportunities.


"Saudi Arabia is implementing the Vision 2030 agenda, while Indonesia continues to accelerate industrialization, downstream industry, infrastructure development, and economic transformation. The two countries' shared development priorities create significant opportunities for deeper collaboration," he said.


Under the MoU, both countries agreed to strengthen direct investment cooperation by exchanging investment statistics, business and investment opportunities, as well as regulations and investment climate; consulting with the private sector; conducting joint investment promotion activities; and facilitating exchanges of knowledge and expertise. The MoU also provides a framework to strengthen institutional coordination between the Indonesian investment authorities and Saudi Arabia.


Rosan emphasized that the success of the MoU will be measured not by the signing ceremony, but by its implementation that delivers new investments, expands business partnerships, creates jobs, and benefits the people of both countries.


"We want to see more Saudi companies investing in Indonesia and more Indonesian companies expanding into new business opportunities in Saudi Arabia. We also want to strengthen collaboration in strategic sectors, ranging from downstreaming, manufacturing, infrastructure, new and renewable energy, logistics, property, to digital technology," he said.


He also emphasized the Government of Indonesia's commitment to continue to create a conducive investment climate through various policy reforms.


"Indonesia is open to investment. Indonesia is committed to reforming. We welcome investments that are able to create added value, encourage knowledge transfer, develop industries, and bring prosperity together," said Rosan.


This MoU is expected to be a new milestone in the economic relations between Indonesia and Saudi Arabia as well as accelerate investment realization in various priority sectors that support the economic transformation of the two countries.(*)
