PPP Project Trans Papua Road Section Jayapura-Wamena (Segment Mamberamo-Elelim)
The Ministry of Public Works and Housing invites Business Entities to participate in tender Prequalification of Public Private Partnership (PPP) Project Trans Papua Road Section Jayapura-Wamena (Segment Mamberamo-Elelim) (“Project”). The Project is a Solicited project proposed by the Government and the return of investment for Special Purpose Vehicle (“SPV”) will be using Availability Payment.
The Project is implemented in accordance with Presidential Regulation Number 38 of 2015 on Public Private Partnership in Infrastructure Provision. This Project will be supported with the Government Guarantee by The Indonesia Infrastructure Guarantee Fund. The scopes of the Project are:
1. Financing all works in order to deliver the services;
2. Designing Detailed Engineering Design (DED) of Road, Bridges, and Weighing Facility;
3. During the construction period, the SPV is required to;
a. Preserves existing road and bridges along ±50.14 km
b. Constructs bridges at the existing road
c. Constructs roads and bridges at transition location according to DED result
d. Handling of slopes and cliffs
e. Construct 1 unit of Weighing Facility
f. Quality Assurance Supervision
4. During the operation period, SPV is required to;
a. Preserves road and bridges according to DED result
b. Maintain and operate the Weighing Facility
5. Preparing and obtaining all permits required by SPV to deliver the services;
6. Ensuring that the existing road and bridges remain to be used during the construction period as well
as during the emergency situation
The investment cost is IDR 3.116,46 Billion or 199,40 USD. The Concession period is 15 years which
consists of 2 years construction period and 13 years operation period. Pre-qualification process will be

To obtain the Pre-qualification Document, the interested party must follow all these requirements:
1. Summit document which indicates as the President Director or Authorized Person who is authorised
to act on behalf of the business entity or consortium with a Power of Attorney and copy of notarial
deed stating the latest composition of the Board of Directors or consortium agreement;
2. Summit copy of ID; and
3. The registrant shall not represent more than 1 (one) business entity or consortium.
